Petitioners failed to file their petition for review within 21 days after the date the record was received or settled by the Board, which is required under OAR 661-010-0030(1). Moreover, petitioners did not comply with OAR 661-010-0067(2), because they failed to extend the filing period by obtaining the written consent of all parties. Therefore, because petitioners failed to file their petition in the required time, and failed to extend the filing date, LUBA dismissed the appeal. DISMISSED.
