Hector Ayala sought habeas corpus relief based on a Vienna Convention claim. The Ninth Circuit denied relief for failure to establish prejudice. The Supreme Court reversed and remanded. On appeal, the Ninth Circut l held that, under the Antiterrorism and Effective Death Penalty Act, a denial of relief that is not objectively unreasonable precludes any relief sought. Here, Ayala concedes that no prejudice was found as is required under a Vienna Convention claim. AFFIRMED.
